Housing subsidy for an elderly person: how to apply before the heating season

4 min readThe Real Help team

This article describes the rules in Ukraine. Other countries have their own rules.

Why now, and not in November

The heating season in Ukraine runs from 1 October to 30 April. Housing subsidies are now assigned by the Pension Fund, which has a deadline condition: if the application is submitted within two months of the start of the heating season, the subsidy is assigned from the start of that season. That is, an application submitted in October or November covers October too.

A practical conclusion for someone helping an elderly person: it is worth gathering the documents before the start of October. Not because they will not be accepted later, but because for a person of eighty gathering them takes more than a day, and the period is counted from the start of the season, not from the day you remembered.

The conditions below are taken from the Pension Fund page of questions and answers on the housing subsidy for 2026. Each of them can be checked yourself at pfu.gov.ua, and this is the same check we advise making of any text about money, including ours.

Who is renewed automatically and who must apply again

The main thing for those who have already received a subsidy: when the period of receipt ends, the authorised bodies themselves assign the housing subsidy for the next period. In a typical case no new application is needed, and it is worth knowing this so as not to waste effort on a queue.

But there are exceptions, and in them an application is needed. The Pension Fund names three: if the housing is rented, if fewer people live in the dwelling than are registered, and if the amount of the subsidy in the previous period was zero.

The third exception is the most treacherous, because it is easy to miss. A zero in the previous period is not a refusal but the result of a calculation: income came out such that a subsidy was not needed. If income has fallen, there will be no automatic renewal, and you will have to submit the application yourself.

Where to apply and what to take

The application is accepted in five ways: through the Pension Fund web portal portal.pfu.gov.ua, through the Diia portal, at a Pension Fund service centre, at an administrative services centre and by post.

There are three documents in a typical case: an application for the assignment and provision of a housing subsidy, a declaration of income and expenses, and a tenancy agreement if the housing is rented.

Online submission requires an electronic signature or a BankID login. For a person who does not use a smartphone this is exactly the part where help is needed: not filling it in for them, but taking them to an administrative services centre or helping to send it by post.

What a subsidy will not be granted for

The list of grounds is long, and it includes things people do not think about. Floor area: more than 130 square metres for a flat in an apartment building and more than 230 for a private house. Transport: a car less than five years old or more than one car less than fifteen years old.

Next, what concerns money. Buying property worth more than ≈ $2,223. A deposit of more than ≈ $2,223. Arrears on housing and utility services overdue by more than three months, if their total exceeds 40 non-taxable minimums, that is, ≈ $15.

And separately about trips: staying abroad for more than 60 days in total. For an elderly person who travelled to see their children this is a real ground, which they may not know about.

The full list is longer than this, so before applying it is worth reading it in full at pfu.gov.ua. We deliberately do not copy all of it: conditions change, the Pension Fund page is updated, and our text is not.

A subsidy and a benefit are different things

They are constantly confused, and because of this people either file an unnecessary application or fail to file a necessary one. A subsidy is a reimbursement of costs, calculated from income and granted for a period. A benefit is a discount on payment, the right to which is given by a separate ground.

For 2026 benefits the Pension Fund determines entitlement automatically for those who received them in 2025, taking income into account. No additional application is needed, except where the household composition, place of residence or the list of services for which the benefits were granted has changed.

The income threshold for benefits is named separately: the average monthly total income per person of the benefit holder's household over the last six months must not exceed the income level that gives the right to the tax social benefit, which for 2026 is ≈ $104.

What the subsidy does not cover

The subsidy relates to housing and utility services, and that is where it ends. Groceries, medicine, hygiene products, glasses, washing machine repair: all of this is left to the pension from which utilities have already been deducted.

So an arranged subsidy is not “the matter is settled” but one expense item closed out of several. The second largest is usually medicine, and we have a separate text on how to cut those costs legally.

Our part begins exactly where the state's ends: monthly groceries and medicine as needed, delivered by a fund helper.
